Rise Of Civilization (campaign idea)

Here's one for you DM's that want a campaign that is set at the dawn of Civilization.

The world is changing. The people are going from tribal communities to newly formed city states. From hunter & gathers, to sedentary farmers. Specialization into new fields of craft, due to the surplus food. Homes made of hard materials instead of hides, sticks & twigs. Now the only question that still stands, is how do we maintain this with the new challenges that arrive from civilization.

How much is the government allowed to mandate the peoples lives? How does the government govern? What ideas can be thrown to the wayside & what other ideas need to be protect at all cost? Does the government allow for the people to support any gods they want, or just a select few? Do the people get payed in food, or newly established currencies? How do leaders come to power when the old ones in power fall? Who keeps order, who creates law, what mandates those laws? Is magic allowed to be freely used, or is it monitored?

But with each new question theirs a new opportunity. Irrigation, organized transportation, safe communities, reliable food sources, organized adventuring parties, militias, guilds, artisans, pottery, herding, & most importantly TOGAS!

Now how do they deal with the possible threats of civilizations. Famine, war, barbarians, revolts, revolution, starvation, social oppression, Tyranny, out side magical influences, wild fays, & the wrath of nature themselves.

It's up to the players to strive out a path & solve the problems of civilization, so that these people & their advancements can stand for the rest of time.
