A War Fought with Intrigue (Campaign Idea)
Here's one for you DM's that want a campaign base around intrigue.
Two rival nations who have stood against each other for nearly their who countries' existence are unable to declare war against each other, due to a mixture of international law, secret alliances, & the possibility of public backlash. Thus these two nations have gone to a war of intrigue.
One nation is a Theocracy located to the south most portion of the land mass. They have a harsh inquisition which they use to fight back against both heretics, heathens, & spies.
The Second nation is a Military dictatorship, in which the nation is guided by a strict code of dicplaine, honor, & not questioning one's superiors.
The goal of the campaign goal would be both to defend the country you aligned with from intrigue of the other country & to also destabilize/coup the other countries government.
